I don't normally answer questions of what color to use on someone without a photo. But you and I have the same coloring, so I will give you some ideas in this case.
1. A light red shade, using the lightest red and a blonde mixed for the lightest effect. Do highlights first for a more dimensional look. A very pretty color.
2. Lots of highlights, then do the underside of your hair a caramel shade and the top a lighter honey color. This is gorgeous, but still looks natural, but riveting.
3. A fun color-mix, lifting your natural color a shade or two using a blonde tint. Then highlight the top in back, and just slightly onto the sides, with pink and purple on the highlighted areas.

With browns and hazel, the best color would be red. The more apart the red if from your natural hair color (i.e. more red red or darker like a maroon) the better. Also, blonde highlights could help your look, but not pure blonde. If you are going for a non-natural color, a darker purple might work with your tones.

Making the assumption that you are a girl, I would say that from a guy's perspective I have a thing for natural hair color. I think that is the best way to go because you don't have to worry about frying your hair or damaging it in anyway and later when you are older you will greatly appreciate it. That's my two cents.

Didn't quite get the bashe skin tone part. But try putting in red highlights, or if you have side bangs, try bleaching them white, like Rogue from X-Men.
