It can be easily done by opening the photo in "Adobe Photoshop CS2." Go to filters, textures, then plastic wrap. Also try poster edges, or palate. Adjust the different settings, to achieve how dark, and noticeable you want it.

I would use Corel Painter and go to Effects-->Surface Control-->Sketch. Then copy it, then undo. Then go to KTP Collection & do Pyramid Paint. Adjust the settings to your liking and hit the check button to apply the setting.
Then paste the copied sketch, which will place it on a layer over the original. In the Layers tab, change the composite method to 'Gel', and you should be good to go.
