I can think of several. All up and down Fremont St. there are small vendors selling everything under the sun. Generally, they will pay you a base wage around $8.00 an hour, and then a commission on everything you sell. Just go up and ask one. Tell them you'll do anything - stack boxes, stock merchandise, unload the truck when they bring the merchanise. All kinds of work. You can also work as an usher in a movie theater. You'd be amazed at how many people will go to a movie in Vegas just to get out of the heat. You can clean swimming pools or fountains in the casios. Just use your imagination. Most of all, ask, ask, ask. If someone tells you no, I don't need help, then ask them if they know of someone who does. They probably do. By the way, you can get a work permit at the age of 14 in Las Vegas for the summer only. Once school starts, you have to be 16 to work as a minor. Good Luck!

What you do is go knocking on doors and tell people you are looking for work. If you have family friends or relatives who own small businesses, ask them if they need any help. Possibilities would be stock person or cashier in any kind or retail organization, general labor (check out stores, landscaping companies, factories, garages, wholesale operations, construction companies... )
When I was your age, I sanded cars in an autobody shop, after school, and full time in the summer - they called the position 'prep man' (preparing a car for painting). If you prefer office work, there are agencies which find work for office temps (temporary workers) where you might find a job filing documents, or working in the mail room or something. If you have computer skills, you might also do data-entry, or other such work.
Keep trying, even if you get a rejection or two before you find something. In the words of Bob Marley, "When one door is closed, many more is open."

Dog walker
Wash car in the neighborhood
See about becoming a lifeguard at one of the public pools
See if they will let you work at one of the snack bars at the public pools
Go to the grocery store and see if they will let you retrieve carts in the parking lots
Go to a gym or fitness center. You can see about becoming a locker room attendant.

If you're 15, you cannot legally (child labor laws) work for a paycheck from a recognized business. If you're looking for money, you have very few options available to you. But if you're looking for experience, I got my first job because I had volunteered at the local animal shelter for a few months one summer. It counts as job experience, if you don't have job experience. Looks fantastic on a resume too.
