Flirting is easy. Even shy guys can flirt a lot. Asking the girl out is much harder. Most guys learn the hard way not to do it so easly. Only if the world was a nicer place and a guy could just ask a girl out easly. But a guy must be on his guard. The rejection is bad enough to crush a guys spirit...and to make it worse, lots of girls are spiteful and mean about it.
You may also not be giving of any kind of 'ok' signal. Your not letting the guys that flirt with you know you like them. You need to take the big step and do something over the top to get the guys attention. It can be anything, as long as it's clear.
Some examples-
-Hug for a couple extra seconds
-Smile and say his name when he comes over
-Touch him on the arm or shoulder and hold it for at least ten seconds
-Get nice and close to him and stay there, accdentily bumpping into him as often as possible.

Guys flirt to test the water. If they think that you are interested - i.e. if you flirt back - they are more likely to ask you out.

Well lots of reasons!
Mostly because alot of guys are scared the girl will reject them.
But also i think its fun to flirt and guys love to draw it out as long as they can

Because guys are natural flirters. Sometimes they dont' even know that they are doing it; their minds just see a pretty girl and some light goes off. But then they scare easily and never want to commit. It's how they function.

Guys need the 100% assurance that your into them as much as there into you. You just gotta be patient and try to inconspicuosly let him know that you like him too. Hope everything works out.
