Well....just let the guys talk to you. dress up and look nice and smell good and simply walk around near some guys. They will notice, and sooner or later one will come over. Remember to smile a lot and look happy too.

I was that way. I'm in a four year relationship now and its because I just spoke up. I was tired of all the guys that flirted with me going away cause I wouldn't flirt back. I just did it. Just get up a little courage and just do it. Talk to them, flirt with them. Most guys aren't so bad. If you have any close guy friends ask them to give you some pointers on how to approach a guy. Believe in your self.

Coming from a freaking pimp, Guys are way more comfortable when they dont have to do the work, walk up to him yourself and talk to him, have a conversation, be the aggresor and the guy will soon be talking to you comfortably and bam there you go

Make him feel special is the number one thing!!
But talking can be really hard for some people.
After you do talk to him, it WILL be sooo worth it!!
Try talking to him as if you were talking to one of your normal friends.

Im a guy so take my advice.
We would LOVE for you to aproach us. . .like 90% of all guys would like women to make the first move although we wont admit it.
So just walk up and say "hello, hows it goin?"

thats part of growing up but do this when you talk to a guy talk to him like if he was ur cuzin or brother (if you have a brother)
