Just hasn't learned to like it, probably.
Avoid touching him at all because every time he scratches and bites you, it reinforces the behavior - even if you punish him, it reinforces a negative interaction with you touching him. Until you also have positive interactions, it will cause him to lose his trust in you.
Try petting him just a little bit only when he is very sleepy and well-fed and has sought out your company. Rub the sides of his face and behind his ears. He will learn that it feels good - but you may have to take your time and give him his space for a while, and let him grow up if he's young. (Some cats don't like affection until they are 3-4 years old.) Even withholding affection may increase his interest in it - once he figures out it feels good (may take many tries), give him a little ear scratching, but not as much as he'd like. Make him seek it, never try to give it when he is playful or stares at you.

My cat did that when he was a kitten and still does it to this day, and he's almost 9 years old. You just have to be firm and tell him no when he does it. Grab his head, forcefully but not hurting him, look him in the eyes and say no. If my cat tries to bite me, I just push towards the back of his mouth so he can't. It bothers him and he gets the point. If he keeps doing it he just probably doesn't want to be touched or messed with at that time. Cats are very tempermental and will show all kinds of emotion. I had to take my cat to my grandmas to live, as we can't have animals in our townhouse. He wouldn't even come near me for a month when I visited. He was showing he was pissed at me, but now he's getting better.

If your cat is still a kitten, this is pretty normal. I have a one year old named Sammy ( he's laying on my feet right now), he is affectionate and likes to have the top of his head and his ears scratched but he hates to be picked up or snuggled. I don't know why, none of my other cats act like this. I just accept that it's part of his personality.

Do you play with him often with toys and things he can chase to work off extra energy?
My young cat will do the same thing if I don't take the time to play with her every day. Once she's worn off some energy she likes to sit close for pets or even snuggle next to me on the sofa.

When he does this stop petting him-try again after a minute-keep it up consistently and he will learn that scratching is not acceptable.

if any of my cats would get too rough i would look them straight in the eye and tell them no, don't scratch so hard and if you do I will trim one of these claws off and hold one of them. Next time it happens say ow now I have to trim one of your claws like I told you (not very short) and trim it if they would get rough again it's 2 claws. My cats always got the message.It insults their dignity without rendering them helpless for the out of doors.
