The Bible does not possess or convey authority. The Church does. Ordained ministers of the Church can preach with authority.

All Christians should be Evangelical Christians. The Bible is consistent in instructing us to be witnesses of the good news (Matthew 28:18-20; Acts 1:8; 1 Corinthians 16:1-4; 1 Peter 3:15). There is no better news than Jesus! There is no higher calling than to be an evangelist. It is our contention that holding to the fundamentals of the Bible will result in certain worldview, and yes, political beliefs. However, there is nothing about being an Evangelical that demands a certain political party or affiliation. An Evangelical Christian is called to share the good news, to preach God's Word, and to set an example of purity and integrity. If these callings require political action, so be it. At the same time, Evangelical Christians should not be side-tracked into abandoning our highest calling.

Because the Bible teaches of the Lord & the Lord calls & anoints some to the Ministry of Apostle, Prophet, Evangelist, Pastor or Teacher.
But we are all, as disciples of Christ to go forth & preach the Gospel to all nations as commanded by Jesus when He ascended on High.

2 Timothy 3:16 says the bible is God breathed and is good for teaching, correction and training in righteousness.
Romans 10:14 also talks about preaching.
