Would I be correct in guessing that you like him and would like for him to like you? Maybe he's wondering 'does she like me???' since he has caught you looking at him every so often :-) If you're genuinely interested, and he's not a known jerk or criminal (without knowing your circumstance, I can't tell if it is a safe environment for you to engage a stranger), but if it is a familiar place, group, etc., I think that you can give him a little smile... it would give him a small signal that you're receptive (you're not selling your soul). How else would he know if you are looking back because you're interested or if you're trying to give him the evil eye? Anyway, then give him time to show you if he is interested. If he is not, it's ok, it's a 50-50 chance with any person, so don't take it personally. Make sure that you like you! Just be yourself, be sincere, and be safe. Remember, at any time, "No" is a complete sentence. Hope this helps a little.

We'd probably need lots more details to know if he does or not. Does he ever flirt with you? Does he go out of his way to stand by you or talk to you? Do you notice that he acts differently around you than he does his friends? etc. If you answered any of these questions with 'yes' then he probably does. But I don't really have enough info to tell you yes or no.

Its seems like hes probley interested. Does he smile at you when hes looking cuse if so he likes u 4 sure.

it depends... theres this creepy kid and he comes over to my table during school...and doesnt say anything and just stands there and stares
but he does this to several kids
