Yes. Just because you offered a lower debt amount, doesn't mean they'll take it.

If they agree to a lower amount, get it in writting before you pay them.

Yes, they can still garnish your wages. The fact that you offered a settlement is meaningless until they accept what you are offering. If they do not want to accept it, they can proceed with garnishment, judgments, and whatever other legal means they can pursue to reclaim what is owed to them.
