Our insurance pays 80 percent for artifical insemination. Does that mean if it doesnt work the first few times we can keep trying and just pay the 20 percent difference each time?

If the policy doesn't specify the number of attempts, the answer is yes, you pay 20% each time. Some companies have put a cap on the attempts, saying after five tries, you should foot the whole amount yourself. I hope you don't have one of those.

Since it doesn't specifically say, then it appears there isn't a cap on the number of attempts.

You are very lucky, my policy is 50% up to $10K for IVF, of which I will be using every penny at the end of this year.

Well, unless there's a cap on it (like, we only pay for 5 tries, or we only pay up to $50,000), yes.
