do u want to brighten up u'r room w/o changing colors on the wall or carpet, correct?
Then go w/ some BRIGHT colors... Figure out what colors u like other than blues. For instance... Hot Pink, Lemon Yellow, Oranges, Red, Purples, Aqua, Turquoise, Lime Green, .
Use them on u'r bed spread... make curtains & pull the curtains all the way to the floor & do 2 to make it look like u have 2 windows.. U could even b creativity & paint a faux window behind 1 of them. Cushions on the floor, pillows on the bed, make ur own rug out of scrap material/ clothing.. the fleece material works good for jst tying together w/o sewing for any of that stuff.. pillows, throws, curtains, cushions,
U can p/u stuff at flea markets/ thrift stores/ garage sales... u can make pin up boards for posters/photos/notes U can also take old frames.. paint them bright colors & put material in them over batting & cardboard or foam board from Art store.. use those for pin ups. Take canvas on sale & b creative w/ it w/ paints/ material.. & put them on u'r walls. or over u'r bed as a headboard. U can paint a faux headboard...
Add some POP to that room to brighten it up. so that way U won't rmbr that u'r in a cellar/basement room.
Use stripes/flora/ physicdelic/ polka dots/ diamons/ on one wall or jst on material for u'r designs.
Have Fun... !

What you are needing is decorating help!
It sounds to me like your room is dark. I would try and lighten it up with color. White looks great with blue, as does, yellow, red, or grey.
You should begin by choosing a style or a theme for your room. If you wanted your room to have a surfer theme then you could use your blue walls for the background add an old surf board leaning or hanging on the wall. Use bed linens in white and a colorful striped spread and accent pillows. Beach chairs and a outside type table would also look very cool.
It really doesn't matter what theme you use just pick something you really like and go from there.

Well, yu say youre not painting so but you need to lighten and warm the room up?
Okay, I say buy a good standing lamp, (if you want to go young and funky you can have: lime green, orange, pink, yellow lamp shade)
Then, a bedside table lamp(again one of the above colours-not the same as the standing one-but the same style looking lamp shade)
Also, pictures can give theillusion of light, get white background pics with (bright colour).
MIRRORS! They make the space look double the size and add light when the light is reflected off it. Get a long horizontal or vertical mirror depending ont he shape (and size0 of your room, then put a plant near by (it gives the impression of space)
If youre not going for bright young colours, then go with light blues, greens, yellows and whites(it gives the impression of space but can be warm and fresh too)
Good luck and hope it looks great afterwards!!

Depending on how light your lighter blue is, you could definitly use red accents if it's not light blue. Yellow (canary yellow) goes great with all shades of blue, as does white accents. Try getting some wide ribbon in different colors, or even sheets of construction paper and lay some around until you find accent colors you love with your blues. Have fun!

Are you repainting and putting in new carpet? If so the colours you choose very much depend on the type of house you are doing up and also the colours you will use in the other rooms. If you are wanting to work with the blues, whites will help lighten the room, black will darken it, beige will soften it.

Please, give us more details. Colors of what? Paint? What kind of room is it? Are you male or female? Which direction does the room face, north, south, east or west? What colors do you hate? What colors do you like? With more details, I'll be glad to help you out.

I think if you stick with lighter colors and simple furniture, your space will feel bigger and lighter. I decorated my daughter's room in a retro feel with simple lines and used bar stools for sitting. These are some ideas for a cool retro feel if this helps. see: http://www.americanchairs.com/
