If God interfered with man's right of free choice, he would cease to be a father and become a dictator. Why does God allow war and man's inhumanity to man? Yuri: If a son asked his father for something he truly needed, his father would, yes? So, praying would be, by my standards, still necessary. And again, it a book I'm reading. quite interesting.

Why would God punish his children, unless they did something wrong? And if you are referring to the "Non-Believers," didn't they choose to abandon God in the first place? And Time is long. Long enough to make and stand by your decision, ready for any consequence(s) that follow.
