You call her a victim. Just because a person does not want to press charges or sign a statement doesn't necessarily mean they aren't true.

If I were your friend, I would go to the police station and ask for a "keep the peace" escort to go with him to the apartment to retrieve his belongings. Under no circumstance should he go alone or simply with a friend.

The police should be able to call in advance to tell the woman he is coming. All of the items that he is taking should be inventoried and double-checked by an objective third party.

If he wants to get his personal things, he should contact the police to escort him on the premises and stay until he gets his belongings out.
