So the victom refused to press charges or write a statement to the police Now he wants to go back to get all of his belongings ...Can she now go back and press charges out of anger do to his leaving her for good?

The word is bogus -- not genuine or true; fake.

You call her a victim. Just because a person does not want to press charges or sign a statement doesn't necessarily mean they aren't true.

If I were your friend, I would go to the police station and ask for a "keep the peace" escort to go with him to the apartment to retrieve his belongings. Under no circumstance should he go alone or simply with a friend.

The police should be able to call in advance to tell the woman he is coming. All of the items that he is taking should be inventoried and double-checked by an objective third party.

In some states, although the victim doesn't press charges, the state can follow up and the charge will still stand. If he wants to get his personal things, he should contact the police to escort him on the premises and stay until he gets his belongings out. As to the household property he may want, he needs to get a judgment on who gets what.

He needs to go to the cops first. Get a police escort to retrieve his stuff. The DA would see right through her if she tried to refile after he leaves.

once the charges are dropped... they are gone.

But that doesn't prevent new charges from being filed.....
