Soak the shorts in cold water. Swish them around from time to time to agitate the stain out. Pretreat the spots with Oxiclean or Shout before washing.
If that doesn't work, and the shorts are colorfast, try a very mild bleach solution (1 part bleach to 9 parts water) in a spray bottle. Hit the spots directly and watch them disappear. Rinse the shorts before washing.
Edited to add - don't put the shorts in the dryer until the stains are out, or they could set permanently.

put the shorts into a vessel with milk for a couple of hours and then try with the washing machine. Good luck !!!

do you have any rubbing alcohol? soak the stains in it and CLEAR vinegar. lemon juice is also good.
