Depends on the State you're in and the class of license he has.

It usually says on the back of the license. If you're in doubt call or go by the DMV.

As long as it's his FULL license and not a provisional license. He can look on his license and see what type it is. The back under endorsements will tell him if he can transport passengers or not.

If he's still unclear all he has to do is call his local DMV and asked them to pull his number.

Some people who "know" cops can have them run his license number and it will also tell.

Usually at 18 there are no restrictions to driving other people around, unless he still has a learners permit. Laws are now varying from state to state, so check first.

in Ohio its 16-17 you can only have one non family member passenger in the back seat at a time. At 18 you can have anyone in your car.

The best thing to do would to do is call your local DMV and ask that question because its different state to state and the laws are always changing so to avoid any trouble that would be best.

Depends on where you live. Look up the driver's registry rule on google.com for your state.
