Well that depends on how old your brother is. If he is young then maybe he is just curious if he's old enough to know what's going on then I would be creeping out. And you have every right to cover up.

why is it that he was watching you or that you wanted to cover up? if someone were watching me in a way that was uncomfortable, i'd cover up too. the fact that he was watching you is disturbing. are you sure that's what he was doing? could he have been waiting for the right moment to hit you with some cold water maybe? brothers are like that sometimes.

I've felt the same way before with my cousin actually! I think it feels awkward, because he's your brother for God's sake and that it's just plain weird to have your brother checking you out!
