Yes, some commercial dog foods mix rice into dog food e.g. Lamb and Rice, Chicken and Rice. You do need to ensure your dog does get enough protein in their meals, particularly in their first year. Make sure the rice is fresh (1 day old should be ok) though, leftover rice will develop bacteria that can make your pet sick. If it is too dodgy for you to eat then don't give it to your pet.

As an additive to something more or used as a filler, sure! Use brown instead of white rice and make sure it's well cooked. Undercooked rice can sometimes cause bloat as it expands in the dogs tummy and absorbs water. But its great for their digestion is an additive in many dog foods as it is and is high in nutrition. You do need to add other things if you want to cook natural for him but as a treat or just adding a bit to his food, go for it. There are only two draw backs to doing this. Once you start to feed your dog house food.. many times they won't want to eat their dog food anymore especially if there is no house food on it! ( It's like going to a restaurant and thinking the food is good until you find a better restaurant, which would you hold out and beg for?) Secondly, rice is a carb.. when adding it to food, you are also adding calories, so keep an eye on your pets weight. That said. I spoil my pups. They all get a few spoons of rice added to their meals with a lil fish oil added in.

Plain cooked rice is often recommended for dogs that have vomiting or diarrhea. I steady diet of nothing but rice of course would not be nutritious enough but as an occasional treat it is not a problem.

After I started training my dog, he became very attached to me and loves to stay by side as long as he can. But just going to them won't help. You have to practice what they teach you outside of the class and you need to keep up with it at least every now and then after the class ends otherwise they'll just go back to previous habits. This course is a really good place to go for dog obedience classes. It get's your dog around other people and dogs to socialize while getting the training you need. As for electric collars, I would say to not get one. In my experience, they're only a negative effect on your dog. I mean of course you're going to need to correct your dog, but being positive and encouraging your dog works a lot faster and easier.
Every dog is different, so unless you have a german shepherd or a really smart dog, it might take a while to train her. You might get frustrated with her, but go easy. She's still a puppy and has a lot of energy. A backyard or somewhere to run will help her get rid of a lot of energy that might cause her to misbehave from boredom.

yes as long as it isn't a primary food for her she should be primarily on dog food.
Sometimes when my dogs don't quite feel good I give them rice.
I often cook extra rice to add to teh dog food as a treat.
