Visa requirements are the same all year around. If you need a visa to get in here one time of year, you need it just as much in Summer.

if you are a permanent resident of the UK whether or not you need a visa depends on your original nationality and the passport you travel under.

UK citizens (ie those holding UK passports) are entitled to free entry to Ireland

yes and we give free meals and 100€ a day to tourists....

A visa requirement is a visa requirement, it doesn't change depending on the weather....
