For my own wedding, I made inexpensive, yet attractive, wedding favors. I purchased about 6-7 pounds of shelled almonds at Wal*Mart for a very good price. Then I wrapped portions of one ounce separately into fluted net circles you can buy at the dollar store, or a party store if need be. I tied them up with paper "curling" ribbons in the wedding colors. They looked great, and they provided a nice salty snack for after the wedding cake. Bottom line?...The cost for the almonds, tulle, and ribbon came out to just 25 cents per favor (back in 2002).

I would suggest homemade cookies.
Chocolate Chip, who doesn't like Chocolate Chip Cookies? They freeze well and fairly easy to make. Buy some clear cellophane bags from a store like Michael's (I think 50 bags are around $8.00, then use one of their 40% off coupons to lower the cost even thurther, tie some ribon on the top, and your done. Your guests can nibble on them throughout the night. If someone doesn't like them, I am sure they will pass them on, resulting in no waste. If you used a family recipie to bake the cookies, you could include the recipie as well
You could also recruit your fiance's parents assistance in making and/or packaging the cookies. It would be an inexpensive way for them to be able to assist with the wedding.

If you enjoy baking... do homemade cookies. Chocolate chip, oatmeal... whatever is your favorite. Put them in nice plastic bags and tie with a ribbon that is the same color as your wedding party's dresses (or pick up some pretty boxes, tins or gift bags from the Dollar store). Or if you want to get a little fancy, do sugar cookies and cut them out into a fun shape with a cookie cutter, then either ice them or decorate them with piping. And make sure you use see through bags for them since you really want to show them off. - That's what I did... then I got orders for 2 other weddings and made a few bucks :)

At my wedding we were on a VERY TIGHT budget!! We made all the favors our self... me and my mom also made all my flowers and turned a prom dress into the most beautiful dress but this may be too much for some..lol....but for the favors they are easy and cheap...we went to the dollar tree (or whatever your local only a dollar store is called) and bought little bottles of bubbles. Then I printed up tags on my computer in silver writing with beautiful lettering with our names and wedding date. Then attached them to the bubbles with silver string and curled the ends of the string. I even found the bubbles shaped like champagne glasses! For favors for the wedding party I found shallow heart shped dishes and floating heart candles at the dollar store and they made perfect gifts for the women. Then for the men I found adorable old timey looking boxes and added heart shaped candy in them. My wedding party loved them!!

I bought our wedding favors on eBay...chocolate squares with a picture of the two of us, our names, and our wedding date printed on the front, all packaged in clear cellophane with a silver ribbon. They were so unique and everyone was really impressed!
Another great (and even less expensive) item you can get on eBay are personalized labels for mini chocolate bars (Hershey's Nuggets or Nestle Treasures) they include your name, wedding date, and your choice of a graphic design. I saw that there are auctions ending right now for 300 labels for like $13.50 including shipping. (they recommend 3-4 pieces per guest) You can sprinkle them all over the reception tables or give them out as they sign your guest book.
They're perfect!!!
Who doesn't love chocolate, right??

For my sister's wedding, she found small bottles of bubbles to pass out. I don't know how much they cost, but it couldn't have been much.
For another thing, you might try getting some nice gift-wrapping tissue and ribbon, and use that to make little pouches of confetti or bird seed.: I read an article some time ago about couples doing that so the birds that eat the seed- or rice- wouldn't get tummy troubles afterwards.

Theme, price range, how many?
We're having caramel apples for my fall wedding as favors. They are going to be $2 each from a local candy store wrapped in clear celophane with a ribbon tied on in my colors. I could have probably made them for 1.25 but I had enough DIY as it was.
