Probably difficult to measure the current in the thing. You might try getting data from the tag on the device. Max current may be there. Then you can convert that to power by v times the current, with v being 12 volts, and then use the conversion factor that 1 hp = 746 watts as given in a previous answer.

It depends on the weed whacker. If it's a DC motor, just meaasure the current through it (in Amps), multiply that by 12, and that will give you the number of Watts (Joules per second) that it's using. Divide the number of Watts by 746 to get the horsepower.
