Those are Matthew's words (and editors and contributors under Matthew's name). Jesus never wrote any words. And Matthew (or whoever) wrote those words decades after Jesus had been dead, if he existed at all.
But if you're asking I'm thinking of this non-Jesus-written passage, it's another bit of fear mongering with a little "daddy will protect you" thrown in.

28. Humans and the devil have a very limited power over us, if we belong to God. Fear the Awesome and powerful God who can call you into being one moment and destroy that life the next. The only true thing that we need fear is the great Justice of God. But remember that He much rathers to be merciful to you and me.
29. - 31 God loves you so don't worry. God will look after you.

I like this one, because it reminds me that God values me, and I'm just a sinner. He knows something as intimate as the amount of hair on my head, so that means to me that He has everything in my life under His control. I like that.
