In general, no. Scientists seek to understand the natural world (basic science) or solve a problem (applied science). The intent behind their activities is almost never criminal, though their discoveries may have criminal potential when misinterpreted or misused. In the examples you mentioned, discoveries related to cloning and stem cells have been immensely valuable contributions to biology, even though they have the potential to offend or attract blame. When used correctly, such knowledge is beneficial, not dangerous.
Research directly related to weapons development is more iffy; Oppenheimer is remembered as a great scientist, yet his work resulted in millions of deaths and injuries. His work was justified by WWII and so he was not culpable for effects of the atomic bomb. But in a way, he and his team are to "blame", perhaps, for the state of nuclear proliferation that we have today.
Intent is an important factor in whether or not scientists should be blamed for potentially dangerous discoveries. In the vast majority of cases, scientists do not have malicious intent.

We should look deeper into history to get the best perspective. The wheel. Good: unicycle. Bad: Nazi tanks. Good: The Wheel-O. Publicly Bad (Privately Good): Wheel of Fortune. Bad for some: The iron horse. Good: Poppin' a wheelie. Bad: poppin' fresh dough. Conclusion: I don't blame the guy who invented the wheel. I blame the person who invented roundness. Yes, the bomb is a bit different. No disguising it's purpose. But again, bombs are usually round. Discovering stem cells is hardly something malicious. They were already there. Take a look at our obesity epidemic. Roundness. I am a scientist, and I'm proud of the fact that I never discovered anything. So don't blame me.

The reponsibility of a true scientist, is the elaboration of an hypotheses than can be proven or rejected, carrying out all the proper experiments in a clean and mathematically demosntrable manner, analyze impartially the results, and properly report them to the specialized bodies in charge of difussion.,..
WHatever use is made of suchg discoveries is NOT the scientist responsibility...
The classical example, was the discovery that "slow " protons coud convert a natural Isotope (uranium 235) into an unstable isotope that does not exist in nature (plutonium)...
The pronciple could and have bbeen used to produce carbon dyoxide free energy, however, a twisted mind, has already used that energy, to kill jundreds of thousand of civilians in 1945....Oppenheimer was really depressed by it...aso were Enrico Fermi, Niels Bohr, etc...that in some degree, contributed with Einstein to the creation of the principle of the transformation of one isotope into another,,,and liberate atoms energy...
However, as another example, a twisted use of a discovery (for instance reducing ritalin or methyl phenydate to powder and inject it intravenously as to enjoy a "trip" or an hypocritically and euphemistically called "recreational" (what is there to recreate?) drugs, is not the fault of the scientist that devised it....but the user that perverted its use....
An the same principle is applied to any other kind of perverse use of something that was created by scientists with a positive purpose...(not for killing or drugging people)....
Mankind has a serious responsibility with istelf, not with scientists.....
Matches were made to light stoves, candles, and so.,....we can not blame the swedish scientist that invented them for setting fires on houses, burnt children because of negligent parents and so on...you get my drift I guess...

Scientists are forced to discover things whenever an need arises(for the welfare of the society). But few of them use it for evil. Those who are into evil practices are to be responsible for this & not the scientists.

same can be said about if you get hit by a car...who are you going to blame, the driver or the motor company?
people need to be responsible for THEIR actions. anything "good" can be manipulated for "evil" purposes.

no they shouldn't im in to genetics there is a great number of stuff that i decide to do and detect . it is the folk who use the discoveries for incorrect that could desire to be held responsible

In my opinion No, It's is not the scientist's fault that wicked people will use their good intended "device" for destruction or harm.
That is just my opinion.
