I agree with the other answers just tell him your not interested, do it firmly but don't be mean, don't give him a reason to hold a grudge because rejected guys can be that way if you girls are too hard on us. Not that I'm speaking from experience or anything.

Since he can't take a hint, be direct. Tell him you're flattered by his interest, but you're not interested in him.

Tell him you arnt playing hard to get, you just dont share his feelings. You need to crush all his hope otherwise he may think you still like him and he will keep playing the game.
Dont sugarcoat your words, because to him thats like saying "oh you still care about me blah".
