Try these helpful hints...
1. Ask them if they are gay because the look gay to you
2. Pretend to be choking, if they come to help, they are probably nice and will be easy to talk to
3. Ask them how their day was then lie about yours making it seem very interesting, and that you have had sex with many people. This always gets the ball rolling.
Good luck!

Ah, the art of small talk! I had a problem with that too.
The two books that I found helped me the most were:
Dale Carnegie's "How to Win Friends and Influence People"
Larry King's "How to Talk to Anyone Anytime Anywhere" (even if you don't like Larry King)
Also: Every morning come up with three answers to "what's new?" that can turn into a conversation ("the weather" doesn't count -- unless you're a meteorologist). These should be things that a respectful person would listen to you about, and where your opinion shouldn't be, well, too opinionated.
For a college campus, there should be enough campus fodder to make easy small talk, from the cafeteria, to films on campus, opinions about certain professors. Or topical fodder like Paris Hilton or the latest Spiderman or Pirates film.

It is easy to start a conversation if there is a common subject. Like if you are at the supermarket you can ask someone which product is better than another or where something is. Bringing up what is present in the moment, ether making a comment or asking a question is a great ice breaker. Like "excuse me did you notice that the feds are no longer flying Hawaii looking for pot now that the state has refused the funds?"

You don't need to find people in public places. If you came up to me in a rest. I would be leery and aggravated. What about going to a place where you haven't been and have conversations with people who are doing something different. Ask them questions about their hobby, job, etc.. Could you join class or a team and meet new people?

A simple Hi/Hello can do it and the weather is always a good
subject, or the the gas prices should make a good conversation.

General good conversation starters are: "where are you from?" "What do you do?" "Did you see the ____ game," (baseball, basketball, etc...). People like to talk about themselves and if you ask about them they will usually respond, and if you are genuinely interested.

an difficulty-free hi or hi! is a huge communication starter, additionally ask how their day went or the way it is going and do such as you extremely advise it! i think while your common you get plenty extra desirable with a communication.
