how do you know when there are detective jobs availible when your a patrol officer?

Usually someone in the department will notify all the officers of a detective opening. If it's a small department they may just post a sign up list for interview times/test times or it may be more complex in larger agencies requiring you to go through the HR office and put a whole new application in.

Check with the head of detectives-if anything give him a heads up that the next time there is an open detective position you are intrested he may be able to give you an idea of when to expect and opening.

If you are asking us instead of your department, I doubt you are qualified. Someone in the department has to know if any openings exist. We can only guess.
