Yes - public intoxication.
If you are high enough to tell a police officer that you are, you need to be off the street for your own protection.

Anyone that would do that would create enough probable cause for an investigation on the charge of felony stupid in public.

it's called "under the influence of a controlled substance" which is considered unlawful, unless you have a prescription for a medication that effects you that way.
