The Bible doesn't require anyone to do anything. It's a book. If a book talks to you; you not the book need help from a mental health professional. If a person capable of speech tells you that the bible instructs you to do anything it is wise to first question why they want you to do it and why they think they need the support of a bible quotation to convince you.

Mark 4:11 And he said unto them (his disciples), Unto you it is given to know the mystery of the kingdom of God: but unto them that are without, all these things are done in parables, so that they may be ever seeing but never perceiving, and ever hearing but never understanding; otherwise they might turn and be forgiven!

Isaiah 6:10 Make the heart of this people calloused; make their ears dull and close their eyes. Otherwise they might see with their eyes, hear with their ears, understand with their hearts, and turn and be healed. Go and tell this people: 'Be ever hearing, but never understanding; be ever seeing, but never perceiving.'

Yes...Jesus commissioned the apostles to spread the word to all the world. As Christians consider themselves apostles, then the answer would be yes.
