Is a w4 form good or bad?

A W-4 form isn't automatically good or bad, so there's no super simple answer. Investopedia defines a W-4 form like this:
A form completed by an employee to indicate his or her tax situation (exemptions, status, etc.) to the employer. The W-4 form tells the employer the correct amount of tax to withhold from an employee's paycheck.

It's bad since no one likes paying taxes, but it's good in that you get to make sure the government takes out appropriate amounts.

If you like paying taxes, its a good thing. If you don't, then its a bad thing; sort of. The W4 form is required for all wage earners to designate how much of their pay check is taken out for taxes each pay period.

Neither good or bad. From W-2 is an IRS form you give your employer to tell them how much to withhold from your pay for Federal income tax.
