I'm thinking this phrase may also be in the Bible. I'm not sure what it means though.

According to Wikipedia...

"The phrase The Quick and the Dead originates in the bible, 1 Peter Chapter 4 (verse 5 in the King James Version), describing Jesus' judgment of all people, both living (quick being an older phrase with that meaning) and dead."

You are referring to an older English translation of the Nicene creed.

If you look up the word "quick" in the dictionary you will see that the word "quick" originally meant "alive".

So the phrase means that Jesus will judge both the "living and the dead".

An old expression for "alive".

It's still in use in odd places. like at the bottom of your fingernails: "the quick" which hurts if you cut or tear it because it's...

Hence also the (old) joke:
With London traffic, there are only two sorts of pedestrians: the quick and the dead.
