The signifigance of the date and her age are probably less important to her than simply turning 7. I'm guessing you probably have an idea of what she wants, so I would suggest doing what you can to make that happen. But if you want to try something "special".
You might be able to get the local weather man to mention her name, and maybe mention some odds of such a thing happening or something??? I'm sure it could be something like "Well, there's a *lucky* little girl having a birthday today, lets all wish 'Samantha Sombody' a happy 7th birthday on this beutiful sunny day" so forth and so on.
But for the most part, kids want presents, cake, ice cream, friends and family. Get that and you can't go wrong.

What you need to do is take her to her FAVORITE place that she has never been to (price pending). So that in, say, 5 yrs. she will always remember that b-day. This isn't a golden birthday, because that is when you turn the same age as the day you were born on. this is a rare thing. meanin that not EVERYONE has them!!! She should always remember that you gave her her best birhday ever.
You should also get her something that she can keep forever and some thing that she wants the most and a gift card so she can get what ever she wants!!!!!!
I wish that could happen to me!! my b'day is 1-25
so it's impossible :-( :( :( :(

Get a personalized ice cream cake from Dairy Queen, those are REALLY GOOD!!! Putting an ad in the newspaper would be COOL also!!! Have a big birthday party with her favorite food,drinks,games,etc....

It's also considered her 'golden' birthday. Buy her 7 little trinkets or gifts and take her to the zoo. Have her open one gift after looking at 7 different animals. It could be a really fun day, then end it by going to lunch or a sundae somewhere. Let them know it's her birthday and see what they do. :)

Maybe the newspaper can do an article or she can talk on the radio that day.
Maybe a theme about the Seven Wonders of the World (you know I had to throw some education in there...lol)

She's only a child who will be seven on her birthday - big deal.................. save the 'extra special birthdays' for when she turns important ages; like 16, 18 or 21.
