Is birth and death part of his plan? Does that mean that it is part of a bigger plan if someone gets killed by a criminal? Also, if someone's birth is preplanned by God, why do people think it's a sin to have babies out of wedlock? This is from Psalms 139:16.

I am going to say Yes and Yes:as to the early death that is
because Satan has infected people.
Having Baby with out the Father ,that is absent without leave/
creates a hard ship on the Mother and Child.There are so many questions that Child will have,It will take the Love of God
or You will be rasing a Ticking time Bomb;

Yes God plans a persons entire existance, when they will be born, how long they will live, and when they will die. Birth is planed by God, yes but it is a sin to have children out of wedlock because it is a sin to have sex out of wedlock.

God watches our actions and takes notice of our heart. With that being said your questions are getting you closer to the truth. God is infinite in understand. We contrarily are finite in our understanding. We rely on God's promises to us through his word to help us handle the good and bad times. Yes God is in total control and gives allowance for all events under the sun.
