If someone is soliciting sex to a minor on the net, yes, that is a crime. I would call your local authorities and ask them what to do.

It is a crime. Start by calling the police & Child Protective Services. This is a heinous crime.

Depends on what "virtual sex" means. If you just talk about sex on a computer with someone, probably not illegal. If you ask a minor to meet you for sex, that's probably illegal. Possessing pornographic pics of a minor is definitely illegal. It also depends on what country or state you're in.

Age of consent varies from country to country, and area within. Still, I think Yahoo, for eg., is based in the States and I believe that their rules are, well, the rule. Whether its a crime or not I don't know. The age of consent here in Canada, for eg, if you can believe it, is presently age FOURTEEN!

Consent for what, however, varies. For porn it's older, photos, etc., medical consent.

yes it's a crime all jurisdictions have different laws check your local laws. report it to the police. they should have a cyber crimes unit.

In my own jurisdiction the law states:

Any person who shall knowingly disseminate or display publicly any obscene matter containing a visual depiction of a person under the age of 17 years engaged in any act of sado-masochistic abuse, sexual intercourse, sexual excitement, masturbation, breast nudity, genital nudity, or other sexual conduct shall be guilty of a Class B felony.

Any person who knowingly possesses with intent to disseminate any obscene matter that contains a visual depiction of a person under the age of 17 years engaged in any act of sado-masochistic abuse, sexual intercourse, sexual excitement, masturbation, breast nudity, genital nudity, or other sexual conduct shall be guilty of a Class B felony. Possession of three or more copies of the same visual depiction contained in obscene matter is prima facie evidence of possession with intent to disseminate the same.

Most local/county/state law enforcement agencies have available means of which to investigate and prosecute cases such as you mention.

These laws also include attempts to entice minors to engage in questionable sexually overtoned "cyber" activities.
