Why not? Why bother creating people in the first place if we were not good for doing anything? Any good leader delegates authority.
Besides, if you were a fantastic & intimidating looking creature from another dimension, and you wanted to speak to human beings without frightening the majority of them to death, then it is less intimidating if God spoke to us with a "human" voice, so to speak. It is more personal if God stoops down to our level.

I'm not so sure that he had anything to do with "commanding" them to write his book. I think that they were inspired, like I am inspired to write a poem or a song, and they went with it from there.
