what licences do i need entertainment etc to open a non profit making private members snooker club?

I do not know off hand , but if you ask your local Council , they will inform you as to what you need to do

Music licence from your local authority.

Whoa! If it is a private club and restricted to anyone, it does not qualify as nonprofit.
