He didn't communicate to a portion of the population.
He communicated to chosen men and women (yes women) who were one of a kind back in the day.
The way a person could tell if they were crazy or not, was very easy, you'd have to look at what they re trying to say.
According to my faith system. God resorted to sending messengers to each group or nation on earth, because they had come to a point where they completely disregarded morals, human rights, and worshiped statues, animals, the sun, the moon, or simply shed a lot of innocent peoples blood.
Thus, in the midst of a nation who has gone beyond all boundaries and is acting like a bunch of animals, a man or a woman comes up and says: stop this! youre doing wrong!
Those were the messengers God had sent.
And those among nations, who knew the difference between wrong and right, woke up, and realized they need to listen. Otherwise, they would get caught up in the immorality of the majority.
So they did, and so they fought, and so they died for the morals and the good behaviours they believed in. Worshipping God, was only the end result, of understanding and knowing our limits, and treating each other with the wisdom of knowing who and exactly what we are.

He communicates to all people. Some are too stubborn to open their eyes and ears and some just flat out ignore Him.

God sends out His message to ALL mankind.
Most of mankind doesn't want to listen.
