As long as the title is properly released, it should be no different than any other used car deal. You do have to get the car inspected by the State Patrol, as part of the title transfer procedure, but other than that, no problem.

I'd like to add that smog testing is required in most areas of California. The standards are strict there as well. If possible, see if the car will pass the test in California, otherwise, you may have a useless vehicle, or have to spend many hundreds of dollars making adjustments to the car, so it will pass.

Make sure it has California emissions equipment, or it won't pass inspection. Or, the car is cheap enough that you can add the equipment and still be getting a good deal.

You'll also have to get the title transferred, so make sure there are no title issues prior to purchase.

No, as long as you transfer the title to a California one you will be fine. I would have a mechanic look at the car before you buy it to make sure it meets all the emissions requirements for CA.

Depending on the state, you may have to have the car inspected before you can obtain the registration and plates for it

If what you buy doesn't pass smog testing, they will NOT register it, and you can't drive it.
