No, just go to the DMV with your NJ license and your birth certificate and they will issue you a NY license.

If NY has a reciprocal agreement with NJ, you only have to take the written test. You must be a resident of NY State too.

If New York state has a reciprocity agreement, then you probably will not have to take a driving test.
