some guys likes to be asked out, i do...but for some guys it's a turn-off if asked out because he's thinking the girl's too agressive.

Usually ANYONE, guys or girls, likes it when the other person asks first, because then you don't have to guess if the other person likes you or not, and the fear of rejection is gone.
So of course guys like it when a girl asks them first. It takes the pressure off of him to think of what to say and how to say it.
If the girl is too desperate, or too pushy, however, it creates an awkward situation, because she is putting pressure on you to feel a certain way. Ask him out in a casual, friendly way, as if it were no big deal whether he says yes or no. That takes the pressure off.

If it is my friend who is asking to go out together I will be pleased to accept invitation. If it is off the street lady I will definitely turn invite down, however I will go out with off street lady if I will be initiator.
