You should study political science and/or history in undergrad, then go on to law school. Many (not most these days) members of Congress are lawyers or have some law school. You'll learn to think better in law school, and that should be a tremendous help with your career goals.

law. most legislators are lawyers. or communications, economics, become an mba, etc.
