Use cold water for any leafy or green vegetables,
hot water can be used for tomatoes if peeling them.
Warm water is OK for root vegetables, or hard fruit.
Chicken can be rinsed under cold water while skinning.
Other meats should only be wiped with paper towel.

Most things I've read , stress rinsing thoroughly and don't specify hot or cold.

Soap residues can remain on the produce and can be absorbed. Soaps have not been approved for use on foods. Rinsing with vinegar or baking soda can alter the taste of the produce. Mixtures of chlorine bleach and water are also not recommended.''

I always use cold water for rinsing/washing any foodstuffs. Main reason is that hot water comes from a tank. If you have ever drained and flushed your water heater and looked at what comes out, you can see my reasoning. Professional chefs never use hot water, even for boiling food. They always start with cold water.

cold is better, it wont heat the bacteria up ad get em frenzied n multiplying. also a lot of stuff wouldnt b good washed in hot water. could u imagine ur nice spinach salad all cooked in hot water? i love cooked spinach, but not if i wanted a salad

cold water is best well thats what i do i think hot water would just start the cooking process and that would be bad hot water from a tap is not hot enough to do any benifits to the veg and seems double cooking is bad

i use cold water to wash fruits off, lettuce you will don't have to just peel the outer leaves, hot water if you use it may cause them too wilt as for meat it will tend to make the meat tough after you cook it, i usally marinate my meat after i wash it with salt. some garlic and wochester sauce and little olive oil

yeah! what she said! no really and hot/warm water can also start to cook the outside - and wilt anything leafy.
