The person without the title has to get one issued before selling the car. No one in their right mind should ever by a car with no title!! You can have them draw up a bill of sale if you know the person well.
You can't register it without the title usually. Also, if you do, and the car gets impounded or whatever, you can't prove ownership and will never get your car back.
Re-titling a car is a very difficult process. At least in NJ.. My friend owned his car and had tons of trouble getting a new title.
Be patient, you will find another car you want in time.. It will be worth the wait.

What do they mean when they say it is untitled? Every car has a title, not every car is registered, but cars are titled. If they are saying that they don't have the title(there's a lien)the lien would have to be paid off to receive the title. If they are saying, they lost the title, they can apply for a duplicate title and then sell you the car. If they cannot give you a properly released title, then do not buy the car!

The guy who gets rid of a car without a title never really owned it . It could be stolen . Do you really want all that trouble just for a lousy car of which there are many . Stay away from these shady deals. Nothing but baaad vibes .
It's only good for parts and even then I would not bother .
Use your good judgment and be a wise consumer .

the car was probably junked or had a lean against the title . If all you want it for is a parts car its probally ok. If you want to get a title you might be able to apply for a lost title,or a salvage title, but it a big headache & lots of paper work

I would stay away from this car. You have no way to prove that the seller really owns the car. Not only that, you have no way to prove that you bought it. You are opening the door to a mountain of red tape and uncertainty if you buy this vehicle.
