A casual/dressy linen pant with a pretty top or a modest sundress that is knee or calf length so as not to get dirty on the hem. Do not bother with panty hose as you may end up barefoot. A light sandal or slipper(flip flop) is reccommended so that they can be easily removed and put back on when needed. There's nothing worse than walking around with sand in your shoes.

Light fabric, a material which will go with the surroundings. Something calm and attractive. A knee length or mid calf dress is nice. The skirt shouldn't be too full, or the winds will blow it about. Definitely not strapless, although anything from ribbons to skinny straps, to a simple shoulder=capped dress is nice.
Something for her hair, to show she is the bride. Flats she can step out of, and wear sandals later. Barefoot if she dares, although many wouldn't.
Will this be in a tent, or right on the ocean? A good photographer. And a sweater should it get cool.

I guess (looking at the answers) there are different degrees of beach wedding formaility. For instance, my beach wedding (in Oregon) in being catigorized as "beach formal". I'm wearing a long dress and the men in the wedding party are wearing 3 piece tan day suits. Female guests at my wedding should wear Tea-length or knee-length dresses or skirts (or as someone stated, some nice linen pants) with a nice shirt. As far as shoes go, we'll have a basket at the bottom of the steps to the beach for people to keep their shoes in while the ceremony is going on. The reception will be in our yard so they can put their shoes back on after the ceremony.

Depends on whether she is the bride, an attendant or just a guest...most women wear a flowery dress with no shoes or small flat sandles

A tasteful bathing suit with a nice sarong/cover up worked for me at my friend's wedding in Cancun...best time I ever had at a wedding.

usually a simple white wedding gown, nothing big and poofy because that would be too complicated, mostly nice and simple for a beach wedding.
