It goes the other way around. The harder the rain falls, the stupider people drive, which slows down traffic and makes everyone late.

If the bus came on time and you got on it...how would you know it would be raining harder if it had been 20 minutes late?

I have made a mental effort over the past few years to avoid being caught in those heavy downpours.
It seems to have worked for me. I pay attention and have many times noticed that the rain has gotten harder after I got in my car or after I go into my building. I'm not saying I controlled the weather, but I think my timing on avoiding heavy stuff has improved.
It required two changes; I tried to avoid the heavy stuff; I noticed when it worked and not just when it didn't.

because there is no way to test your mood than standing in the rain waiting for the school bus when you would rather be standing in the rain smoochin' with your sweetie. Life is so unfair.
