A Tailgate is found on the bed of a pickup truck, that raises and lowers to create an enclosed box to haul items, or can be lowered to make loading and unloading items easier.

If your talking about tailgating, that is following behind another car too close.

A tailgate it the back of a truck, where the rear folds down to lay flat. The term has since then been adopted to be the opening rear-end of any vehicle. Like a hatch or trunk, are now sometimes referred to as a 'tail-gate.'
