They offer them access to most every government entitlement program because they value them as potential voters. It's not even a question of Democrat or Republican values any more. Ask "Dirty Dick" Durbin, Hillary "The Ice Princess" Clinton, "Chappaquiddick Ted" and their fellow partners in crime!
