Actually, there should be some differences between races. These may seem subtle to us now because we have a limited understanding of how the brain works. It's a delicate blend of genetics and biochemistry.

The only reason for this I can think of would be differences in enzyme levels on either the synthesis or breakdown side of dopamine. I say these differences may or may not be noticeable because the body has many, many ways of adjusting brain chemistry, i.e. receptor up/down regulation, and various positive and negative feedback loops.

There has been a lot of research into depression and mania amongst the different races, and many theorize that genetics plays the most important role in these chemical imbalances. I think it's just another part of the massive puzzle. There are just too many factors affect brain physiology to say for sure, but I'm fairly certain that genetics plays a big role.
