You can apply for a tourist visa and just have to present a credible bank account to prove that you can shoulder the expenses in the US for a visit. Likewise, present documents that will establish that you will return to the Philippines after the US visit such as land titles, car registration and certificate of employment, if any.

you will have to apply for a tourist visa at the embassy and show like all others that apply that:
Qualifying for a Visa
Applicants for visitor visas must show that they qualify under provisions of the Immigration and Nationality Act. The presumption in the law is that every visitor visa applicant is an intending immigrant. Therefore, applicants for visitor visas must overcome this presumption by demonstrating that:

The purpose of their trip is to enter the U.S. for business, pleasure, or medical treatment;
They plan to remain for a specific, limited period; and
They have a residence outside the U.S. as well as other binding ties which will insure their return abroad at the end of the visit.
as far as telling you if you will receive a visa? i cannot answer that .

do no longer pay any interest to the others who declare which you is basically no longer allowed returned in. My brother's lady chum went by way of Tijuana after overstaying and got here returned with none issues. you may desire to take your toddler with you in case you do could desire to reapply for yet another visa to return. lots of mothers and fathers holiday returned and forth with their US citizen toddlers, no issues. the U. S. consulate would not care if your US citizen toddler gets nutrition stamps.
