He's not constricted by those types of things...He just choose to create one planet that is unique and suitable for human life =)

Don't know that the Bible directly speaks to this issue but if you study science, you would see that life is very delicate and so it is unlikely that there is life on other planets, even considering the size of the universe. We need the sun (a star of its size and qualities), the moon to balance the tides and the earth's tilt, gravity at the rate it is so that we can move around welll, etc., etc., etc. I believe we are the only ones.

God's creation of man is not just by fluke. Or because He had nothing else going on. This was His hearts' desire.. To create man in His image and Likneness to Express Him and Represent Him on the Earth with His authority and dominion.
Man is crucial in God's vast creation. We see a verse in Zachariah which speaks of God stretching forth His hand and creating the Heavens and the Earth.. and get this..in that same verse it says that God created a spirt of man WITHIN him.

This verse is a very crucial key to you question.
The Heavens were created For the Earth.. and the Earth was created FOR man.
For man to Rule and Express God fully.
Man was made in a special way with a body soul and spirit.
God's desire is to enter man's spirit AS LIFE.. the Divine Life ( as seen by the tree of Life in Genesis) and then from this starting point.. to work Himself into man's whole being.. transforming his soul and giving him a new transfigured body.
Producing many sons ( including women) on the earth as His multiplication and increase to truly express such a vast God as He.

So this verse is seen
Those whom He foreknew.. He predestinated to be conformed to the Image of His Son"

God foreknew us and predestinated us to be Conformed to the Image of Christ..
So there is not need for other beings on other planets..Man satisfies God's desire...

The natural process that created human beings is spread throughout the universe, so it's possible life exists elsewhere.

I believe in life on other planets.There is no way God made them just for the sake of making them!
