1. The ratio of patrol officers to the population. I work for one of the largest police departments in the US, and we are still understaffed. I would be at EVERY City Council budget meeting, screaming for more officers.
2. Patrol officers vs Community Service officers. Many departments have them - mine doesn't. I think that a lot of the report calls, and other requests for service that do not require armed or sworn officers could be handled by a Community Service officer This would free up another 5-12% of our force to deal with regular calls for service.
3. Development of an on-call Rapid Deployment Task Force of 20 officers, within each Division. When a major incident such as a multi victim shooting, multiple K injury (death) traffic accident, hostage situation, or anything that will pull most regular patrol officers away from calls for service occurs, the task force would take over for the officers holding perimeters, directing traffic, etc, so that those officers could return to their assigned duties.
- I have have one more - Better armament for all patrol personnel. Right now our officers are out-gunned and understaffed. At least give them the extra weapons they need to deal with some of the the automatic weapon firefight situations that they roll up on without warning.

Three Areas of Concern for me, as the COP/Boss would be:

1. Quality of life for my staff: These men and women work HARD to make sure that the people in their cities are safe, therefore, they should be given consideration with respect to their safety, the length of their shifts and their treatment.

2. Making sure there are enough QUALIFIED officers on duty at all times. Sometimes, these hard working men and women need assistance, and we need to make sure that's available for them.

3. Raise Public Awareness. It's really important that the public is supportive of their local police department. I think that too many people have negative views on cops (they write tickets, etc) and we need to be able to have a better understanding of what their jobs are like so we can appriciate them more.

1. Productivity of my officers-I want to see dispatch printouts of all their calls and how long they were on them. Basically I want to know what my officers are doing for 8 hours: how many arrests, how many tickets; how many traffic stops; what businesses did they check at night to make sure there's no signs of break-ins; did they talk to any citizens and turn in any info about neighborhood problems.
2. lead by example. Do I have cops that have DUI's? Domestic abuse complaints on them, etc...Get rid of those slugs!
3. Internal Affairs: A Police chief must create an atmosphere where the DISHONEST cops fear the honest ones, not the other way around.

1.Pay- less for the suits,(govt. officials, NOT cops) more for the people who put themselves in harms way. (beg the city officials for more cash, even if it had to raise taxes)(I can dream, can't I!)
2.number of police on duty at any given time. (if we had more, there would be better surveillance of crime riddled areas, not to mention better back up) I feel that they're short handed as it is. (there again, the $ is an issue)(see question #1)
3. Better gear, ie., bullet proof gear, spike strips, etc. Whatever they need to get their jobs done effectively, and efficiently.

One major concern would be the corruption brought on by the "high and mighty" attitudes by these kinds of cops who take this career because they crave authority and are just out to prove something.

I would let them know that this will not be tolerated in my department. This would include making false arrests on certain people due to race (African-American, as a big example) or age (teenagers.) Lose the "sixth sense" that most officers tend to develop these days. Also, I would warn them against jumping to conclusions if they smell what is suspected to be alcohol on their breath (could be a diabetic having an episode,) or if they see them throwing substance out of vehicle windows. Be calm and rational when making an arrest, regardless of what they're being arrested for, even if it is an assault on an officer.

I would also encourage officers to volunteer some of their off-duty time at the local Boys and Girls Club, and be a mentor to them to help them stay active, make good choices in their lives, keep them on the "straight and narrow," so to speak, and help youth break their old bad habits, and steer clear of other bad habits. Most officers might be in sports and athletics, so maybe they can coach youths in a favorite sport of theirs (basketball, football, etc.) Others might be into computers, so teach kids how to be masters at the computers and Internet, to be useful in their future careers. (Really good examples.) Also, they can perhaps take a few youths on ride-alongs for a small glimpse at what being an officer is like, or recruit some really smart kids to involve them in some cases taken on by their department (start small, then maybe advanced, tougher cases later on.) Maybe said department can form their own group of "irregulars" and other departments in the city/state/country can follow suit. Perhaps some of the more inspiring officers can steer these youths choose careers in law enforcement themselves when they graduate high school. This can really serve as perspective for both officer and youth, as there must be a strong relationship between the two if youth is to be taught how to respect police, IMHO.

With this kind of decision making as police chief, I can make the community a more functional place to live in.
