Because even if they are not skilled, 90% of them can read and write... This is already enough to form them, and they are so many that it is quite easy to pick the best... China has 1.3 billion in population (officially, but unofficially some think more closer to 1.6billion), and have about 100 millions really educated people, if any of them can teach 2 chinese a year, than the next year you have 200 million more skilled workers... Now they have a little more than 400 millions skilled workers and they gonna inject 400 million farmers into the system in the next 10 years or so... Also, who really need a skilled worker on a production line, they just need to screw bolts one after another... India will have such trouble as they only have 58% of their people capable to read and write... This is not really good in the ong term.
Edit: Free health care and Education are only provided in poor area, thus bigger cities like Shanghai have not such thing as free system. You must pay 10000RMB for giving birth in a public hospital, and 100000RMB in a private hospital... In this order China new system is the same as in the US... And I don't talk about the education system... If you don't pay you get nothing, and no urban families want to send their childs in such schools, so again must pay for semi-private schools...

What some of you know about economics and China would fill a thimble.
I'm a transplanted Ex Pat from the San Francisco Bay Area and make 8% of what I made in the states and living better. Anyone who compares USA or western wages to China doesn't have a clue what they are talking about. Small towns in China, a person making 1% to 5% of the average wage in the states would be considered a middle class wage. A nice meal out for 4 in a five star restaurant, including alcohol would come to less then $20 where I live. I can eat a healthy lunch for about a buck. Breakfast for 25 cents. A half kilo of tomatoes costs 8 cents. The same for most all vegetables. Right now watermelons are in season and are running about 10 cents for a whole watermelon. 3 cases of beer cost me $4.60. My rent is less then $200 a month for a 3 bedroom apartment. Taking a taxi from one side of this city to the other of 100,000 people cost about $2. The bus is less then 8 cents for the same trip.
China has a labor force of almost 800 million, almost 3 times the whole population of the USA. Factor in that they have an unemployment and underemployment problem, it will keep wages low for decades.
While there are a lot of unskilled workers in China, and almost half are farmers, nevertheless, it is not about the amount, it is what is happening in China now. China is going whole hog in catching up to the west. What the Chinese people want is not so much political freedom, but the middle class dream.
Political freedom will come to China in time. Every indication is that is the direction China is moving, from democratic ideals in their textbooks, to mock up of our icons of liberty, such as the Statue of Liberty and Mt Rushmore in several public parks in China. Even in their advertisements it is not uncommon to see some symbol of democracy in it.
And Chief, here is something for you to chew on----first, China is communist in name only. They are arguably the most capitalistic country in the world. Second, the people are free to go anywhere they want in the country or the world, free to quiet and change jobs, free to open business, in short, free to do pretty much we take for granted.
China is truly an amazing country.
Its time we take off our blinders and give them credit for moving ahead.

Whoa! Unskilled workers are the backbone of any country, any economy. Without them, nothing is done. No buildings built; no food grown.
But, study what is happening in China; much of their income is from subsidized programs; our country subsidizes foreigners so they can sell in our country; other countries subsidize their own workers. RED China sells body parts of prisoners, giving them a good revenue. Red China sells pirated movies, CD's, computers (you can buy a good computer with Windows XP for a fifth of the cost of the authentic one).
Red China is NOT doing a good job economically; they are cheating and stealing to get ahead.

They're communist and all the money that the companies make go to the gov't and the workers get just enough to get by and feed their families. Is that the way you want it? yeah they have gov't healthcare and gov't education but if you get hurt and can't work you are on your own.

every things you see and buy in store all label " made in china"
cheap unskill chinese labor make 25 cent per hrs. compare to $10 dollars per hrs. in u.s $8.00 in canada, & $5.00 in mexico.
healthcare and education fund by government and here where the money come in from foreign companies investors.
Plus in china you make 25 cent per hrs. govn't take 10 cent
u.s & europe companies investing hundreds billion dollars in china build up factories and provide jobs for millions of chinese to make all the consumers good your buy / use every day in wal-mart, k-mart, sears, targets and all the name dept. stores in u.s and europe.
If u.s & europe don't invest in china, there would be a flood of chinese immigrants at all europe / u.s ports and border trying to get in illegally. Probably war break out with japan / taiwan / korea our trading partner in the east.
So yes their economy will collapse some day and it will take us down slightly ..
